scp doesn't seem to respect -l option

Bug Description
I tried to copy files with scp to two different Linux box running ssh server.
However Breezy's scp command seems to ignore the -l command line option which is
for limiting upload bandwith to x kbit/s thus making uploads continously stalling.

Breezy is not supported anymore, and my testing on Gutsy suggests the bug is fixed.
