ufw should not appear to delete non-existent rules

Bug Description

Binary package hint: ufw

Enabled ufw and checked the status. No rules yet loaded. Tried removing a non-existent rule and ufw appears to process the request:

$ sudo ufw status
Firewall loaded

$ sudo ufw delete allow 27/tcp
Rules updated

Thank you for using Ubuntu and taking the time to report a bug. The fix has been committed in upstream bzr and will be included in the next release of ufw.
