Please rebuild mpeg4ip for the libmp3lame transition

Bug Description

mpeg4ip-server appears in the list of rdepends of liblame0, which is now NBS. It needs rebuilding against libmp3lame-dev, the new name of liblame-dev.

Looks good. Can you name the arguments of CopyYuv() as in video_util_resize.cpp? It'd be good to have them in sync. Can you also forward this change upstream?
