[network-admin] non-ASCII WLAN SSID breaks network-admin

Bug Description

Enter a non-ascii SSID in the network manager GUI. The resulting entry in
/etc/network/interfaces will be encoded in UTF-8 - but is has to be ISO-8859-1
in order to work.

Related issue: if there is a network available with a non-ascii SSID, the
scanning fails, and no networks are listed in the drop-down menu. I have an ugly
patch for this scanning, but it does not fix the original issue.

Without the patch, these error messages appear:

$ network-admin

this is not network-manager but network-admin, reassinging to gnome-system-tools.

Tollef, maybe you could comment on that? Can an essid be non-ascii and utf-8 encoded to /etc/network/interfaces? If that doesn't work, what package would you blame?

Yes, that should work, if not, I would probably blame ifupdown, but Scott might be a better person to ask.

No response to upstream bug mentioned above. It has been quite a while. Has this been fixed in newer releases of the package?
