Ah, seems to be an intermittent problem with locales. Does en_GB.UTF-8 now work after the upgrade was complete? (locales -a). I didn't see "locales" being updated or installed in the log, was this a full or partial upgrade?

Both perl and mandb warn earlier in the upgrade about a missing locale.

Why does postgresql fail in this case rather than continuing with a warning?

Ah, that would be it. postgresql-8.3 should explicitly depend on locales to make sure they are already configured.

postgresql-8.3 (8.3.4-2.2) intrepid; urgency=low

  * debian/control: Add explicit dependency to locales, to ensure that the
    locales package is configured before postgresql-8.3. Otherwise, the server
    fails to start up when locales is unpacked while postgresql-8.3 is
    configured. (LP: #280135)
