Bug Description

This is particularly obvious in ubiquity, when you hit "advanced" (to participate in popcon, for eg) on the summary screen, then click the bigger window - the smaller advanced dialog is lost behind it, and the only way to bring it back is alt+tab.

This is entirely ubiquity; no other applications are involved. I'm inclined to think that all the windows should be modal such that you *can't* raise the lower window, rather than adding in a panel.

This was inadvertently fixed by making the advanced dialog modal in r1763, which migrated ubiquity to glade-3. All of the dialogs in ubiquity are now modal.
