Bug Description

this is a fork out for Martin's issues in bug 290177.

Binary package hint: network-manager

Reproduce:
1. stop NM (/etc/init.d/network-manager stop)
2. start it manually from command line with serial logging: export NM_SERIAL_DEBUG=1; sudo NetworkManager --no-daemon
3. verify that you see a bunch of +CREG: 0,2 or +CREG: 0,0 while trying to connect and that it finally fails like:
      "automatic_registration_response(): Automatic registration failed: not registered and not searching."

Validate:
1. install updated packages/patch
2. check that you dont see the same flooding of CREG: 0,2 or CREG: 0,0 in your log
3. verify that it connects properly
