firebird2.0 fails to upload to archive - builds libfbclient2 but so does firebird2.1

Bug Description

The binary package libfbclient2 is currently built by *both* the firebird2.0 and firebird2.1 source packages. As there is a libfbclient2 version 2.1 installed in the archive, the archive management software is rejecting all binary uploads built from the firebird2.0 source.

The firebird2.0 source must stop building the libfbclient2 binary package.

It needs another merge from debian. Assigning to the guy who did the last merge.

  * Remaining Ubuntu changes:
   - Modified the rules to call autoreconf -vif instead of autogen.sh
     - autogen.sh doesn't properly force install updated macros, nor
       does it update aclocal, thus causing a FTBFS when autoconf can't
       find all the macros it needs.
   - Added automake as a build-dep to support autoreconf
