xfce4-panel fails to start quicklauncher and smartbookmarks

Bug Description

In Jaunty 9.04, xfce4-panel was recently upgraded to 4.5.99.1-0ubuntu2. But it did not start my quicklauncher and smartbookmark plugins properly. ~/.xsession-errors contains:

(xfce4-panel:5101): xfce4-panel-WARNING **: Internal plugins need the "X-XFCE-Module-Path" entry to work properly.

(xfce4-panel:5101): xfce4-panel-WARNING **: Failed to create plugin "quicklauncher"

(xfce4-panel:5101): xfce4-panel-WARNING **: Internal plugins need the "X-XFCE-Module-Path" entry to work properly.

(xfce4-panel:5101): xfce4-panel-WARNING **: Failed to create plugin "smartbookmark"

Expected behaviour: panel plugins would be started and operational
What happened: panel started, but missed plugins. no error on screen, only in .xsession-errors.

I'm using
xfce4-panel 4.5.99.1-0ubuntu2
xfce4-quicklauncher-plugin 1.9.4-2ubuntu1
xfce4-smartbookmark-plugin 0.4.2-1ubuntu3

  * debian/patches/01_fix-desktop-file.patch: add missing keys in the plugin
    desktop file (LP: #322654).
  * debian/control: add missing build-dependency on libxt-dev.
