This bug was fixed in the package solfege - 3.11.3-4ubuntu1

---------------
solfege (3.11.3-4ubuntu1) jaunty; urgency=low

  * debian/patches/xmllint-nonet.dpatch:
    - Actually xmllint tries to retrieve a file from oasis-open.org in order
      to validate XML files, it doesn't work without an Internet access,
      fix FTBFS (fix LP: #338630 too).
  * Update Maintainer field as per spec.
