[FFe] Allow mesa to be updated to 7.4

This bug is tagged needs-packaging which identifies it as a request for a new package in Ubuntu. Subsequently, I'm setting this bug's status to Wishlist.

Presently we're in freeze for -beta. I'm open to the idea of going to mesa 7.4 once a final version is released, but only after we're out of beta freeze. Of course, I'd like to review to ensure the delta from 7.3 -> 7.4 is more bug fix than feature work, to reduce the likelihood that upgrading risks bringing regressions with it.

Meanwhile, if there are fixes for particularly egregious bugs, point me at git commit id's and I can look into cherrypicking them.

To be honest I have some mixed feelings about this. Although it is a bug fix only release, that doesn't mean that we can guarantee the absence of regressions. However, it does fix a range of hard bugs, so if we go for this, please let's get it in today, to get as much testing as we can.

Can we agree to roll back to the current version and just apply some selected backports (such as the one in bug 341898) if this causes any regression at this point?

If the regressions have no fixes upstream, sure.
