newlib-spu stopped providing crt1.o (cause of powerpc FTBFS)

Bug Description
Somewhere in the last 3 uploads of newlib, it stopped providing the file crt1.o in the newlib-spu package on PPC.
This is now causing recursive build failure. The configure script is failing because when gcc-spu is tested it fails with the message ...
/usr/bin/spu-ld: crt1.o: No such file: No such file or directory
Adding the old newlib-spu package as a build-dep in 1.17.0-0ubuntu2 made the configure script work again, but because crt1.o didn't get built this workaround no longer works.

* Revert "some improvements" introduced in 1.16.0-3, breaking the
spu build. newlib-spu is now configured and built as in version
1.16.0-2 and before. LP: #352721.
* Remove build dependency on newlib-spu not needed anymore.
