Bug Description

The 90-ttf-thai-tlwg-synthetic.conf file that is contributed to /etc/fonts/conf.d is not valid with respect to the fonts.dtd schema

Note for verification, the config file has been renamed from 90-ttf-thai-tlwg-synthetic.conf to 89-ttf-thai-tlwg-synthetic.conf, i.e. with prefix 90 decreased to 89).
