[needs-packaging] libicu metapackage needed

Bug Description

We need a libicu metapackage that is satisfied by installing any underlying libicu package.

At present, the version number is included in the libicu package name. For example, on my 9.04 (which was upgraded from 8.10 which was upgraded from 8.04...):

$ aptitude search libicu
i libicu-dev - Development files for International Components for U
i libicu36 - International Components for Unicode (libraries)
i libicu38 - International Components for Unicode
p libicu38-dbg - International Components for Unicode
p libicu4j-java - Library for unicode support and internalisation
$

Notice that there are separate packages for libicu36 and libicu38. I wish to create a Debian package for GT.M and I want to ensure that I have a version of libicu - I don't care whether it is 3.6, 3.8, 4.0 or 4.2. Instead of forcing each package that needs libicu to name available libicu flavors, it would be so much simpler all round to have a libicu metapackage that we can use.
