usr/lib/libdebian-installer.so.4.0.6 is removed even if oem-config is selected

Bug Description

Binary package hint: ubiquity

When preseeding

d-i oem-config/enable boolean true

oem-config-gtk gets installed at the end of ubiquity. Since oem-config now depends upon ubiquity, libdebian-installer.so.4 is necessary for it to work.

Currently oem-config will crash after running oem-config-prepare because this file is missing.
