Bug Description

The application control widget should provide a means for users to switch
between applications. The application control widget's icon (cascading window
icon) in the top left corner changes in appearance in mouse-over (it lightens up
/ pales), giving the user the impression that they'll be able to do something,
but nothing happens.

Actualy the application control widget already works to switch between applications. Just clicking that will trigger the "Show Windows" effect, so the user can switch between applications. The user must have composite enabled.

It's not doing that in our packages. Is there perhaps a setting we miss?
Compositing is on, since I get the effects with alt-tab.
