Bug Description

COMMANDS_FOLLOWED_BY_TEMPLATE is a non-sense for template commands. (command_launched_outside_project only == commands_followed_by_template).

Also, reshape the naming in:
COMMANDS_LAUNCHED_INSIDE_PROJECT -> COMMANDS_LAUNCHED_IN_OR_OUTSIDE_PROJECT
COMMANDS_LAUNCHED_OUTSIDE_PROJECT -> COMMANDS_LAUNCHED_OUTSIDE_PROJECT_ONLY

as the default is to be launched inside a project only

also, in builtincommands.py:
launched_inside_project -> launched_inside_project_only
launched_outside_project -> launched_outside_project_only

as default is launched inside or outside project.
Do not touch followed_by_template for builtin command as it's needed in this case.
