Binary package hint: gcc-4.3
There is a package called gcc-4.3-locales, which do not contain anything useful:

Former content is provided by the language packs, so this one can be considered unneeded.

This happens with every package which is demoted, and is not rebuilt. I'll do an update of gcc-4.3 for karmic, but this is a more general problem, which probably is better handled by tracking demotions and then rebuild these packages before release.
