'tex' recommends texlive-base-bin not texlive-base

Bug Description

Binary package hint: command-not-found

If I try to run 'tex' on an ubuntu-8.04 machine with no tex installed, command-not-found suggests

apt-get install texlive-base-bin

which is not enough to get a working tex - you get a weird error message about tex.fmt not found.

It should I think suggest texlive-base.
