Happy to take this, as I've updated the package in previous releases. Has been stalled in this release because our bzr branch can no longer be merged with upstream due to the move to git - we'll need to make a new bzr branch and import the packaging and Ubuntu specific changes.

Note that Debian has now updated to 2.28.0 so should be able to base off their package

This is basically ready, I'm just waiting for some input from ~vorlon to resolve a particular issue with the Ubuntu-specific packaging that was introduced in the last release.

This bug was fixed in the package gnome-user-docs - 2.28.0+git20090921ubuntu1

---------------
gnome-user-docs (2.28.0+git20090921ubuntu1) karmic; urgency=low

  [ Matthew East ]
  * First upload for Karmic (LP: #434434)
  * 2.28.0 upstream release
  * Merge (manually) from git upstream, reinstating as many Ubuntu-specific
    strings as possible

  [ Steve Langasek ]
  * Build-Depend on isoquery and use isoquery in debian/rules, now that
    iso-codes no longer ships a flatfile list.
  * Regenerate debian/control, dropping languages not present upstream
