[needs-packaging] relatime mount option set by a package

Bug Description

The documentation I found about the "noatime" mount option told that it breaks only a few applications (mutt, ...).

Why not defining a "relatime" package which would activate the "relatime" mount option for all harddrives ? Otherwise the "nodiratime" and "noatime" options would be activated by default.

The applications which actually need this feature would define a dependency to this "relatime" package.

It would speed up Ubuntu and save energy without risking a side effect for the applications which actually need it.
