always runs 95hdparm-apm twice for no reason

Bug Description
Binary package hint: pm-utils
At sleep and resume, two identical 95hdparm-apm scripts are run, first the one in sleep.d, then through sleep.d/00powersave also the one in power.d since 1.2.5-2ubuntu4 added it there also (bug 385949).
At sleep, this does not matter, since the script does nothing for "sleep" or "hibernate" actions (the sleep.d one), but only for the "false" (or "true) action (the power.d one).
At resume, the same action is run for "resume" as well as for "false" (or "true"). This adds unnecessary to the execution time, by adding among others two hdparm calls.
Since the one in power.d will be run anyway, we can safely delete the one in sleep.d.
