Bug Description

When eucalyptus automatically assigns public addresses to vm instances in a multi-cluster installation the addresses are selected without considering which cluster the vm is running on. In certain cases this may result in an unusable address being assigned.

    use this ip address in the case where euca_find_cluster gets the
    link-local 169.254.169.254 address, LP: #445738
