After Ubuntu installation, nothing in universe is installable until package list is updated

Bug Description

On a fresh installation of Ubuntu, applications in Universe are displayed but their application screens are mysteriously missing the "Install" button. This problem fixes itself when the package list is reloaded.

Workaround: Close the Ubuntu Software Center. Open "System" > "Administration" > "Synaptic", and click "Reload". Once it finishes, reopen the Ubuntu Software Center.

1. Install Ubuntu 9.10.
2. Open the Ubuntu Software Center, and navigate to "Abe's Adventures".
3. Close the Ubuntu Software Center.
4. Open Synaptic, and click Reload.
5. Reopen the Ubuntu Software Center, and navigate to "Abe's Adventures".

What happens:
2. The "Install" button is missing, and "File" > "Install" is insensitive.
5. The "Install" button is where it should be, and "File" > "Install" is sensitive.

The root cause of this bug is bug 105511: while the app-install-data contains information for applications in both Main and Universe, the live CD contains (and installs) the Packages.gz file for Main but not for Universe. So the Ubuntu Software Center knows about the Universe packages, but does not know how to install them.

This would not have been easy for a novice user, its not good enough I could not recommend Ubuntu to a novice use with such a broken software installer.

I added a karmic task, but I'm not sure this actually is needed. When the update arrives the first refresh of the package list has happend and the bug has disappeared.

Could you please tell if that was a networkless install? Or was a network available/enabled during the install? Please also note that the problem "heals itself" after maximum of 24h when the automatic nighly update runs.

@WeatherGod Yes, it should - its a anacron task, it will be run at other times if the machine is off in the night.

Thank you so very much for fixing that Bug. It was soooo frustrating,
especially since I had to revert to "Windows" for a while! Whew!

This bug also affected myself too. A new Ubuntu user installed Ubuntu remix on an new asus eee pc and couldn't install any programs in the software center and they brought it to me to fix.

Luckly you can to to synaptic package manager, refresh, then they show up but a new user (and myself at first) would not know how to get this to work. A "Refresh" button at the top of the software center screen would help. If the first time the program is run a pop-up says click here to get started and update/install the latest list of programs. would solve this problem. or the first time it runs it connects to the repositories and updates, would also work.

I am booting ubuntu from an external HD. Not having the software listed in the software center available for instalation is time consuming and frustrating for newcomers as me that are testing for business use. If we expect more users to switch to opensource, it needs to be "layer 8" ready.

John, are you testing Lucid or Karmic? I haven't had much issues with package lists for the Lucid beta, and most of the stability bugs for the software center seems to be ironed out. We would greatly appreciate your opinion on the state of the Software Center in Lucid.
