testdrive should follow the XDG Base Directory spec for configuration

Bug Description

It would be great when testdrive could respect the freedesktop basedir spec:
http://standards.freedesktop.org/basedir-spec/basedir-spec-latest.html

That would mean that ~/.testdriverc should be located under $XDG_CONFIG_HOME/testdriverc
This would be ~/.config/testdrive/testdriverc
