[lucid] eucalyptus-sc fails to start when installed separately from CLC

Bug Description

UEC installer / 20100105 ISO (eucalyptus 1.6.2~bzr1120-0ubuntu2)
Topology: CLC+Walrus / CC+SC

SC fails to start with the following error:
java.lang.ClassNotFoundException: edu.ucsb.eucalyptus.ic.StorageReplyQueue

StorageReplyQueue is in eucalyptus-interface-1.6.2.jar, which is shipped by eucalyptus-cloud.

This bug is distinct from bug 503340, which also prevents SC to start in this topology.

This is the fix for bug 494765 that got lost during the merge of 1.6.1, see
bzr diff -r750.1.9..759 debian/eucalyptus-java-common.install

  * Move again eucalyptus-interface.jar from eucalyptus-cloud to
    eucalyptus-java-common, fix got lost in bzr1103 merge (LP: #503400)
  * debian/*publication.upstart, debian/control: Start publication when sshd
    and avahi-daemon are started and package is installed. Add versioned
    dependency on the upstart-enabled openssh-server, and move avahi-utils as
    a dependency of eucalyptus-common (LP: #503340)

  * eucalyptus-common.eucalyptus.upstart, eucalyptus-nc.upstart: per slangasek,
    these should be starting on [2345], and stopping on [!2345], to prevent
    respawning on killall5 at shutdown
