This bug was fixed in the package python-jtoolkit - 0.7.8-4ubuntu1

---------------
python-jtoolkit (0.7.8-4ubuntu1) lucid; urgency=low

  * Removed dependency on python-elementtree, as python-elementtree is due to be
removed from the archives. (LP: #512650)
  * Bumped Standards version to 3.8.3.
  * Added ${misc:Depends} to Depends section of debian/control.
  * Made package b-d on python instead of python-all-dev to satisfy
     lintian warning "build-depends-on-python-dev-with-no-arch-any".
