Confirmed on Lucid. This is a result of changes made. An easy way to get the menu to work again is to right-click the menu, left-click properties, click "Use custom menu file:". It should have a selection for 'xfce-applications.menu'.

Thanks for reporting this issue. It is being marked triaged for reference purposes.

Did the background change, also? If so, you will need to log out and select "Xubuntu-session" from the gdm log in screen. After logging back in, you should have the ability to right-click the menu. Otherwise, we will see what the developers can do.

This bug was fixed in the package xfdesktop4 - 4.6.1-1ubuntu3

---------------
xfdesktop4 (4.6.1-1ubuntu3) lucid; urgency=low

  * debian/patches/xubuntu_fallback-to-default-menu-file.patch: if the menu
    file in the config doesn't exist, falls back to the system default one
    (in theory shouldn't happen, but happens on karmic -> lucid upgrades,
    because the menu file's location was hardcoded in karmic and we moved
    x-d-s' directory in lucid). lp: #514575
  * debian/patches/series: enable it.
