missing directories on NC after install

Bug Description

After installing eucalyptus with the nc on the front end (its just on my home workstation for testing), I found instances wouldn't start... investigating via nc.log led me to the following directories being missing:

/var/lib/eucalyptus/instances/admin/
/var/lib/eucalyptus/instances/eucalyptus/
/var/lib/eucalyptus/instances/eucalyptus/cache/

mkdir and chowning them to eucalyptus:eucalyptus let it get further, though I still haven't successfully brought up an instance.

Okay, this is trivial to solve in the debian packaging.

I'm curious why I've never seen this before, though. I'd like to understand that before I correct it, in case the fix belongs in the Eucalyptus code itself, rather than the packaging.

Dan, do you have any idea what might cause this? For these directories to be used before they're created?
