I tried to reproduce this with a clean dapper-updates install and a dapper->dapper-updates upgrade, both worked fine here.

$ dpkg -S /usr/share/texmf/texconfig/tcfmgr.map
tetex-bin: /usr/share/texmf/texconfig/tcfmgr.map

So this file seems to be missing for you. Which tetex-bin version do you have installed?

Also, I wonder why all your ls-lR files seem to be broken; has this ever installed cleanly?
