gparted should use SI prefix instead of IEC prefix as default

Bug Description

Binary package hint: gparted

Most GNOME applications use SI prefixes. gparted uses IEC prefixes instead. It should use SI prefix instead to comply with the units policy [1], because it has no option for selecting the preferred prefix.

g_format_size_for_display() was reverted back to the previous behavior. Please stall this patch until we decided how to progress with glib2.0 (bug #369525).

Changing GParted to use decimal prefixes is wrong anyway, as partition start/stop/size certainly have to be entered/shown with binary prefixes when editing; doing otherwise would be very inconventient and result in bugs (and maybe data loss).
