amaespipe depends on uuencode but package does not

Bug Description

Encryption/decryption script amaespipe from amanda-common package uses uuencode program to convert binary data from /dev/urandom to ASCII string. But package amanda-common does not depend on sharutils package, so amaespipe does not work.

There are two way to resolve this: either add sharutils as recommended/suggested to amanda-common package or change uuencode command to base64 from coreutils. Patch for the second one has attached.

Also amanda-common needs to have aespipe package in recommened/suggested I think.
