Problems with source package release page

Bug Description

e.g. https://launchpad.net/ubuntu/+source/xorg-server/1:1.0.2-0ubuntu10.3

There's several problems with this page:
 (1) the 'what binaries are built from this source' section lacks a proper heading
 (2) for source packages which build a lot of binaries it takes up the entire screen and it's not obvious that there's more info below it
 (3) it's not obvious, to me at least, that "what binaries are built from this source" is more interesting than either the publishing history or the download info

Retargeting to 3.0, which is the new name for 2.2.9. Haven't renamed the milestone as the 3.0 milestone is in a different series.

The page was largely redesign for the 3.0 release. I just need to fix the binary packages heading.
