User's custom-mounted home directory owned by root

Bug Description

To Reproduce on Breezy:
Install Ubuntu as usual, mounting /home/$user/ on a seperate partition.

After installation /home/$user/ will be owned by root, and sudo must be used to chown/chgrp the directory.

Creating of users, of course, happens after the designation of mounts points. The installer mkdirs /home/$user during partitioning, and then $user is created later. This results in a non-$user-accessible home directory. The installer's user creation process should offer to automatically chown/chgrp the directory if it detects a conflict.

Breezy Badger is of course no longer a supported release; however, I doubt that this behavior has changed.
