This is due "--" missing, which seperate the arguments of start-stop-daemon from the arguments for the daemon itself.

Tested on Ubuntu 11.10 and the problem is fixed. /bugs.launchpad .net/ubuntu/ +source/ syslog- ng/+bug/ 649046 seems to be a duplicate of this bug.
