reload fails with options in /etc/default/syslog-ng

Bug Description

Binary package hint: syslog-ng

a /etc/init.d/syslog-ng reload fails if /etc/default/syslog-ng is being used

# Command line options to syslog-ng
SYSLOGNG_OPTS="--no-caps"

This is due "--" missing, which seperate the arguments of start-stop-daemon from the arguments for the daemon itself.

Patch is attached.

Tested on Ubuntu 11.10 and the problem is fixed.
https://bugs.launchpad.net/ubuntu/+source/syslog-ng/+bug/649046 seems to be a duplicate of this bug.
