virtualbox windows are not maximized like the other applications

Bug Description

When maximizing Virtualbox windows, the window decorators are not merged into the panel and global menu and it result in 2 set of close/maximize/minimize buttons.

I have attached an screenshot with the result.

Did you install the VBoxGuestAdditions.iso? This happens if the VBoxGuestAdditions.iso is not installed.

@Robert, thanks for triaging this bug, but:
- did you look at the screenshot? The reporter doesn't talk about the content of virtualbox, but about the application itself. VBoxGuestAdditions.iso as far as I know is only addition within the VM, not outside it.
- please, when you change a status and ubuntu is upstream for that project, change the package and upstream status.

Reverting as triaged as it's the right status to me.

    - don't --fail-missing as we don't want to install the vapi yet. The gir
      package will come next week.
