Bug Description

I've done several installs and not one of them actually downloaded updates despite the option to do so was selected. And from the feed back from the ubuntuforums it seems I'm not alone. http://ubuntuforums.org/showthread.php?p=10062337#post10062337

two questions
1-are you installing from usb ? (if yes, try to rewrite the image without persistence)
2-in the live session have you tried to browse internet before installing ?

1. No its from a shippit CD, and apparently a number of other people have noticed this happening as well as the thread I linked to here shows. Also CD passes Checksum with flying colors.

2. Yes, No problem with it.

Reproduced
It effectively download lang pack but don't install it, and at reboot i've got again menus in english.
Also at reboot i've to update for much than 90 MB.
