Dist-Upgrade from Dapper breaks with unconfigured package

Bug Description

Dist-Upgrade from Dapper does not go well. I had powertweak installed but not configured in Dapper. Upon dist-upgrade, the package complained that it was not prior configed and could not upgrade the package.

Have you tried uninstalling and reinstalling? As it wasn't configured presumably you won't lose anything.

I did uninstall and things were fine after that point. I did not
reinstall though as I figured I did not really need the package. I made
the report to inform the community of this issue mainly.
