Bug Description

Binary package hint: unity

When hovering the window buttons in the top panel, the window title switches to the menu. I find this distracting, but maybe it's intended behavior to deal with overshoots when trying to hit the first menu item. A fix for bug 691776 might fix this one as well.

to the menu area itself.

I (personally) find the switching to the menu when hovering to be distracting too. I feel that it should be shown the entire time, except when on the desktop with no programs open. In that case, it should work by hovering like it does now. Maybe a tooltip could appear on installation to the user to show that this desktop menu exists.

I personally feel that showing the menu when hovering over the panel's window controls an attractive behaviour.

It shows new users, when they go to interact with a window, that there is a menubar hidden in the top-panel that shows when they hover over it.

To me this advertises the hidden global menubar, without effecting any of the design concepts or paradigms.
