mcollective-server should add rabbitmq user creation

Bug Description

mcollective-server metapackage install all dependencies for having a proper stomp server and also a mcollective client, it should follow this steps by making sure that the default stomp user and password (mcollective/marionette) are created in the stomp server.
Attached my postinst script to accomplish this.
