"On this device?" string isn't consistent with the action associated with it

Bug Description
On the "Cloud Folders" tab, the column "On this device?" doesn't seem to be consistent with the action it performs. Whether this box is checked or not, the folder still remains on the device.
Instead, it should probably simply read "Sync locally"

Hi Daniel!
The string 'One this device?' was chosen by Ivanka and signed off by Cristian, so I would advice to talk to them about this before moving forward.
Also, you should know that we have the word 'Synchronize' banned, so we need a better alternative. In any case, I think the legend is correct since the folder will not be downloaded to the device unless the user checks the option.
