Bug #718489 is not really a duplicate of this bug.. if anything, it should be the other way around. That bug also reports:

In addition, scrolling via the "drag the bar" method seems a little wonky. The menu appears to have been divided into 2 anchor points, so if I click on the scrollbar and drag up or down, it doesn't scroll smoothly. I can upload a video if this description is not clear.

In addition, no matter how I scroll, I can't get all the way to the bottom: the last row of icons have their bottoms cut off because I can't finish scrolling down,.
-----
Have exactly the same problem. I use a Thinkpad X200 with middle button setup as scrolling with gpointing-device-settings. Scrolling works for most things except for the unity launcher.
Also scrolling by the drag bar is wonky and bottom part of bottom line don't show.

The bug title should be altered to include the Files Lens. This is not a wishlist item, imo. This is broken.

It's not going to be in the repos until it says "Fix Released". Currently it's only at "Fix Committed" which means that the code has been submitted and will be included in the next update of unity.
