[Feisty MoM] Please sync schedutils from Debian unstable (main).

According to sync policy[0], this request also actually needs to:

1) enumerate the Ubuntu changelog items,
2) indicate whether they're overwritable.

It's also standard procedure to indicate whether the source package builds, unmodified, in a feisty pbuilder/sbuild.

  * Patch ionice.c to compile on powerpc. Backported fix from util-linux

schedutils (1.5.0-0ubuntu1) edgy; urgency=low

  * New upstream release: ionice utility added for setting the
    I/O priorities of processes when the active kernel I/O scheduler
    is CFQ.

   * Allow ionice to be compiled on architectures that are not supported,
