I'm able to reproduce the issue on my -ati system. I first started noticing it around last Thursday after updating. I was updating the box pretty regularly last week, so I figure the regression must have started with some package updated Feb 23 or 24.

I am reproducing it in metacity. Brian, it looks as if you're also not using compositing, is that correct?

Fwiw, I find I still notice it once and a while but it seems very much
reduced (almost unnoticeable, but still happens).

According to upstream, this is a bug in xorg-server ( https://bugs.freedesktop.org/show_bug.cgi?id=34427 )

I tried the proposed patch ( https://bugs.freedesktop.org/attachment.cgi?id=43859 ) and it fixed this bug for me.

I uploaded the aforementioned patch to xserver yesterday. I no longer
see the problem on my own hardware. You should verify that you are up
to date with latest xserver. If you are, and you still see problems, it
may be you have a similar but somewhat different bug.

I'm not sure if this is the same issue, but when I right click on the desktop in Xorg 2:1.10.0-0ubuntu2 I often get this result:

As you can see, parts of the window and terminal aren't redrawn (and they probably shouldn't be, the menu never covered the window nor the panel). The artifacts persists until I force the panel and window to redraw by moving them around or switching workspace. It seems to happen more often when I right click in the lower left corner of the desktop.

I also often get some strange results when a window is set to "always on top" and "visible on all workspaces" and I switch workspace:

I have an Intel 945GM GPU and the patch fixed a few other artifacts. The problem completely disappears when I start a compositing manager.
