fwts: should use sysconf() to determine number of processors on a system

Bug Description

Binary package hint: fwts

fwts is currently using /proc/acpi to determine number of CPUs on a system. Instead, fwts should use sysconf() instead since the /proc/acpi/ interface for determining CPU information is now deprecated and hence it won't work.

I've now bumped to version V0.22.12 for natty is in now in the PPA:

Version V0.22.12 addresses bug LP: #746428 and also LP: #744405
