Bug Description

In 0.1.6-0ubuntu1, /etc/xdg/menus/xfce-applications.menu is always chosen when no menu exist in $XDG_CONFIG_HOME/menus, despite the priorities set in XDG_CONFIG_DIRS.

      a regression, garcon would always choose the menu file from /etc/xdg
      despite what $XDG_CONFIG_DIRS say. lp: #753274
