The old Ubuntu delta (to include lame in build-deps) isn't needed anymore.

New version uses lame when libmp3lame0 is installed.

Thank you for contributing to Ubuntu development. Now that we don't add the lame build-deps, we should either add lame as a binary dep so the user doesn't need to search for this manually, or continue with the old delta where we add the build-dep and the binary dep gets added automatically. I actually think the second option is better as it's less fragile even though the diff will be 1 extra line (in debian/rules).

ACK with the following addition: the changes to debian/control and debian/rules should also be in the changelog. I am adding the following then uploading:
  * Make sure that lame is installed on package install by disabling lame
    runtime detection
    - debian/control: Build-Depends on libmp3lame-dev
    - debian/rules: --enable-dl-lame=no in DEB_CONFIGURE_EXTRA_FLAGS
