alacarte crashed with AttributeError in join(): 'NoneType' object has no attribute 'startswith'

Bug Description

This is possibly a dupe of Bug #570898 though it seems a bit different
On any new install of 11.10 and live session w/ current iso (07/30) alacarte produces this error
It will open on a 2 week old install that was upgraded from 11.04

May be the same, on new 11.10 installs had to place valid, (copied from 11.04), applications.menu and settings.menu in
~/.config/menus

Sorry to spam - this seems to be a gnome-menus issue and not a dupe of the above mentioned bug
gnome-menus should install both an applications.menu and a settings.menu to /etc/xdg/menus
Then when alacarte is run they will be created in ~/.config/menus

For gnome-shell I believe it was decided to change from gnome-applications.menu to applications.menu, you just need to include a settings.menu

settings.menu is deprecated in GNOME3 so alacarte needs to be updated
