Allow mksh to be released for ARM with oneiric

Bug Description

Hi,

I’m upstream and Debian Developer of mksh, and working on dietlibc with
Héctor. We’ve just sync’d dietlibc from Debian, but ARM still has issues,
and dietlibc-dev is an “optional build dependency” of mksh, i.e. it uses
it if it’s there, and eglibc if not, for /bin/mksh-static creation.

The attached debdiff removes the debian/control build dependency on
dietlibc-dev on all ARM platforms, so mksh can be released for ARM
with oneiric, which is sensible since it’s a pretty compact yet still
fast shell.

I’m hereby asking for a Freeze Exception and upload sponsorship.
(You can keep the maintainer field and not set it to MOTU, as
I’m the original maintainer and follow Launchpad as well.)
