Cannot scroll image when zoom is 100 %

Bug Description

I use gPicView to view batches of .tif images. I have found that there are images which I cannot view properly when I adjust the zoom to 100 %. To be more precise, I cannot view the lower part of the picture, only the upper part no matter where the scroll bar is. If I zoom in or out everything works fine, its just the 100 % which does not work.

This bug isn't specific to TIFF images, it happens with JPEGs too. Visually, what happens is that the upper left portion of the image shows in the window. As you move the scrollbar, the image moves, but newly-exposed areas are not rendered (they show as dark blue on my system). When you stop moving the scrollbar, the image is redrawn with only the upper left part visible.

The problem only happens when the zoom is exactly 100%. If you click the - or + buttons to change the zoom from that (to 95% or 105% say), images show and scroll correctly.
